Cycle 01

The monitoring cycle.

Every number that matters is watched continuously. When a number moves from where it should be, the flag reaches the executive with context: what changed, by how much, since when. No meeting needed to decode it.

Twenty to thirty flags surface in a typical week. The analyst reviews the full set and publishes the five to seven worth acting on, each with a path forward. The rest are filtered before they reach the executive.

When a flag calls for investigation, the executive assigns it. The analyst traces the number back to its drivers and brings the explanation with a recommendation. Control stays with the executive.

The deciding cycle.

The executive picks a question. The analyst builds a scenario on the operation's data: current state, alternatives, projected outcomes. The recommendation goes to the executive. Nothing moves until they approve it.

When conditions change enough that the original call no longer holds, the flag surfaces through the monitoring cycle, and the decision is re-tested. The loop turns again.
